The Main Sources of Funding for EMS:

Property Taxes

Voter approved Property Tax is the primary funding source that is renewed every 6 years.  Our old levy was approved in 2004 and was good from 2005-2010.  Our renewal levy was approved in February of 2010 for a 6-year renewal term of 2011-2016 and takes effect in 2011.

We only take what we need to do the job.  State law allows for a 50-cent tax for EMS but we stayed with 35-cents because that is what we need to run an effective EMS for a growingly needy population with increasing medical needs and decreasing insurance. It is the same rate for the past 2 levy renewals.

The renewal levy voted upon in February of 2010 kept the same 35-cent voted tax rate as the last renewal in 2004!  The increased amount that is collected under the renewal is on previously untaxed property and increased valuation.  As the years progress, the effective amount of the tax rate decreases as the amount collected stays the same thereby decreasing the effective rate. When the levy is renewed, there is an increase in that amount in the first year to reflect the difference between the old effective and first year effective rate.

We develop our budget around what we need to safely operate with an appropriate eye to the future.

In 2008, we REDUCED the tax levy by 4% when it was not needed.  Where did the rest go? It stayed in the tax payers pockets. We attempt to use NON-tax resources before we set our yearly tax rate.

Insurance Billing

In order to keep taxes lower, District residents’ insurance companies are billed for services. Beginning in 2006, NO deductible or co-payment is required for District residents. Prior to 2006, residents were required to pay for all charges regardless of insurance coverage. Non-residents must still pay their full bill as they have not “paid” their deductible through taxes.
